One thing about a problem .... you can throw your wallet at it but doesn't mean it will go away. Ignition timing, fuel supply, and mechanical timing are all the things an internal combustion engine needs in order to work. It being limited to 4 K out of the 6 K and a little more RPM's could be a number of things, but you should check those 3 things first as they are the most critical and possibly damaging to the engine. You can always check wiring harnesses later.

I want to say i kind of doubt it being the cdi, electrical parts either work or not at all .... hardly ever do they work half ass. If your still using the vacuum diagram setup on the tank maybe there is a leak there or a bad diaphragm. Fuel could be getting sucked into carb via the vacuum line to the tank petcock through a crack or hole in the diaphragm itself. Could be the mechanical timing maybe be off a degree or two, valves could have incorrect lash .... ignition timing the stator could be messed up or the pickup coil under the clutch cover. All things are possible but atleast if you know the engine is good the rest isn't too big a deal
