Do you have a Service Manual?

Have you had your battery load tested to insure that it is a properly functioning part?

I would start with those two items, plus try reading the following.

I can't really help you without being there to see what is going on. All I can do is make recommendations based on what you post.

Good luck

battery is fine, it will start my car.
new and oil plugs operate the same way. light shock, no spark or snap.

ill read the links, thanks.

troy_mclure:
ok. have spark. the issue was a crack in the plug wire, and the jacket held moisture causing a short.

but i still cant get it to start. i even sprayed starter fluid into the plug hole.

the starter will turn the engine for 4-5 cranks then disengage.

Slyphon:
Did you ever get it started?

If so, would love a report back on what it was.

If not, have you tried push starting? Have you confirmed you're getting fuel (vacuum petcock may be malfunctioning if not disabled)? How long has it been sitting since it last ran, and what's the status of the carb?
